[평택시민신문] 교통은 평택에 사는 외국인 거주자가 느끼고 있는 큰 불편사항 중 하나입니다. 외국인들이 처음 이곳으로 이사 왔을 때 대부분은 자동차가 없고, 이곳의 대중교통은 한국의 다른 도시들보다 더 어렵습니다.

미군들의 경우 누가 자동차를 가질 수 있고 또 군 가족이 몇 대까지 자동차를 가질 수 있는지 제한하는 규정 때문에 고군분투하고 있습니다. 보통은 단 한 대지요.

보통 때에는 이런 부분이 단순히 불편한 정도지만, 반려동물이 아플 때는 위기가 됩니다. 응급상황에서 느끼는 스트레스는 수의사를 찾고, 그곳까지 어떻게 갈 수 있는지 파악할 때 더 커집니다.

 

콜택시 불렀는데 승차거부, 반려동물 때문인가요?

대부분 반려동물을 기르는 외국인들은 한국에서 반려동물을 키우기로 마음먹을 때만 해도 반려동물의 이동까지는 고려하지는 않습니다. 이에 대한 정보가 많지 않을 뿐더러 고향에서도 반려동물의 교통수단에 별다른 문제가 없었기 때문입니다. 그들은 자신의 차를 가지고 있거나 우버(Uber) 또는 리프트(Lyft)와 같은 반려동물 친화적인 승차공유서비스를 사용했습니다.

외국인 거주자들은 종종 ‘가족이 그립고, 반려동물은 나를 편안하게 해 준다’고 생각합니다. 반려동물을 집으로 데려와 비상사태에 닥쳤을 때 비로소 외국인 거주자로서 동물을 온전히 돌봐주는 데 얼마나 무력한지를 깨닫게 됩니다.

한국말을 할 줄 아는 외국인 친구들도 반려동물과 이동하는 데 어려움을 겪고 있죠. 몇 번의 경험상 반려동물을 동물병원으로 이송하기 위해 콜택시 회사에 전화를 걸었을 때, 연결 상담원들은 택시에 반려동물을 태워도 괜찮다고 합니다. 하지만 택시가 도착하면 운전사는 반려동물을 태우는 것을 허락하지 않아요. 더구나 왜 태우면 안 되는지 이유도 말해주지 않습니다. 시간이 급박한 상황에서 이런 일이 일어날 때면 친구들은 항상 겁에 질립니다.

이 작은 사안으로 인해 외국인 거주자들이 평택에 사는 것에 대한 생각에 매우 큰 영향을 미칠 수 있습니다.

외국인 거주자들에겐 또 다른 가족인 반려동물

외국인 거주자들은 외로운 생활 속에서 반려동물을 가족이라고 느낍니다. 아무도 도와주지 않으면 치유하기 어려운 깊은 정서적 상처가 남습니다. 여러분도 사랑하는 사람이나 어떤 것을 돌보는 데 도움이 되지 않는 곳이라면 안전함을 느끼기 어려울 것입니다.

나약할 때에 일어나는 이런 작은 상호작용은 우리 삶에는 가장 큰 영향을 미치기도 합니다. 평택에 살면서 감사하게도 주변의 많은 도움을 받아 저는 여기에 사는 것을 좋아하지만, 위기에 처했을 때 도움을 받지 못해 저와는 다른 느낌을 받은 사람들도 많이 만났습니다.

우리가 그런 상황을 어떻게 도울 수 있을까요? 외국인 거주자들은 택시 규칙에 대한 더 많은 정보가 필요합니다. 반려동물을 기르는 데 어떤 제한 같은 것이 있습니까? 개에게는 입마개가 필요한가요? 반려동물은 이동장 안에 있어야 하나요? 반려동물을 데려갈 수 있는 특별한 택시가 있나요? 버스나 지하철에 반려동물을 태우고 갈 수 있나요? 반려동물 태우는 것을 허락하는 운전사를 요청할 때 우리는 택시회사에 뭐라고 말하는 것이 좋을까요?

그리고 우리는 택시 운전사와 버스 운전사들의 동정심도 필요해요. 운전사들 입장에서는 반려동물의 털을 청소하는 일이 번거로울 수 있지만, 어쩌면 아픈 동물이 병원에서 잘 치료받고 생명을 살리러 가는 길일 수도 있다고 생각해 주세요.

Pet Transportation

 

Transportation is one of the most stressful aspects of being an international resident of Pyeongtaek. When us residents first move here we usually don't have a car and public transportation is more difficult here than in other cities in Korea. The US Military members struggle because of regulations that limit who can have a car and how many cars a military family can have (usually only one). On most days this is simply an inconvenience, but when a family pet becomes sick it becomes a crisis. The stress we feel in an emergency is enhanced when we have to figure out how we will get to the vet if we find one.

             Often times, international pet owners do not consider transportation of their pets when they decide to own a pet in Korea. This is because there is not a lot of information available and they did not have trouble with this kind of transportation in their home county. They either had their own car or used pet-friendly ride sharing apps like Uber or Lyft. international residents often think “I miss my family and a pet helps me feel at home.” It is only after bringing the pet home that an international resident realizes how helpless they are to fully care for their pet in emergencies.

             Even my international friends who can speak Korean have problems with transporting their pets. Many times when they have phoned to request a taxi to help transport their pet to an animal hospital the dispatcher has confirmed that it was ok to take the pet in the taxi. But when the taxi arrived, the driver refused to allow the pet to travel. The driver also refused to say why. Since time was critical, my friends are always terrified when this happens.       

             This small action can have a very big affect on how international residents feel about living in Pyeongtaek, and Korea in general. Since international residents offten live alone, they feel that their pets are family. When no one helps it leaves a deep emotional wound that is hard to heal. It is hard to feel safe in a place that did not help you care for something or someone you love. It is these small interactions at vulnerable times that have the biggest impact on our lives. I have been blessed by having a lot of local support in Pyeongtaek so I love living here, but I have met many others who feel differently because they were denied help at a vulnerable time.

             How can we help in these situations? International residents need more information on taxi rules. Are there limits to what of pets they take? Do dogs need a muzzle? Do pets need to be in a carrier? Are there special taxis that take pets? Can we take a pet on a bus or subway? What do we need to say to the taxi company when we call to make sure they send a driver who allows pets? Also, we need compassion from taxi drivers and bus drivers. Vaccuming a little dog hair at the end of the day is worth saving the life of a pet and preventing a broken heart.
