외국인을 위한 서비스나 안내시설이 부족한 평택에서 외국인들의 ‘평택생활 도우미’ 역할을 톡톡히 해내는 외국인이 있다. 주인공은 평택생활 7년차 미국인 라네 리버스우즈 (Lanae Rivers-Woods)씨.

[평택시민신문] 외국인 거주자들이 씨름하고 있는 또 다른 영역은 온라인 뱅킹과 온라인 쇼핑입니다. 많은 외국인들에게는 한국에서 쇼핑하는 것보다 다른 나라에서 물건을 사서 운송해 오는 것이 더 쉽다는 것을 알고 있었는지요? 이번에는 온라인상으로 물건을 주문할 때 외국인 거주자들이 직면하는 많은 문제들에 대해 알아보겠습니다.

첫 번째 문제는 우리 외국인들의 이름입니다. 많은 한국 은행들과 웹사이트들은 외국인들의 이름을 수용할 수 있도록 디자인되어 있지 못합니다. 한국 신분증상의 법적 이름에 맞는 제 이름을 입력할 공간이 부족해 이용하지 못하는 서비스가 한 두 가지가 아닙니다. 이름과 관련된 또 다른 문제는 한국 휴대폰 회사나 은행 직원들이 외국인 이름을 종종 잘못 기재한다는 것입니다. 저와 제 남편 모두 이러한 경험을 했습니다. 이를 시정하려고 여러번 시도했으나 휴대폰 회사 직원들은 이를 해결할 방법도 알지 못합니다. 외국인 입장에서는 정말 이해할 수 없는 일입니다. 이 모든 것들은 자연스럽게 외국인 거주자들은 한국 신분증과 이에 맞는 전화번호 정보를 체크하고 요구하는 어떠한 온라인 시스템도 이용할 수 없게 된다는 것을 의미합니다. 이런 문제 때문에 저는 수 년동안 온라인 쇼핑을 한국이 아닌 다른 나라들에서 했습니다.

더욱이 만일 외국인 거주자가 주한 미군과 함께 거주하는 사람이라면 그들은 한국 신분증을 갖지 못합니다. 이로 인해 그들은 대부분의 온라인 쇼핑 플랫폼과 각종 예약 서비스 등을 이용하지 못합니다. 이것은 외국인 거주자들에게는 매우 이상한 일입니다. 다른 나라들에서는 온라인상에서 돈을 쓰기 위해서는 반드시 그 나라의 주민일 필요는 없기 때문입니다. 미국에서는 주소와 전화 그리고 돈을 가지고 있다면 누구라도 실질적으로 온라인 쇼핑을 할 수 있지만, 한국에서는 한국정부가 발행하는 신분증을 가지고 있어야 합니다. 이러한 불편함 때문에 주한미군과 그 배우자, 그리고 미국인 민간 고용인들은 미국 상점에서 자연스레 온라인 쇼핑을 하게 됩니다.

다음으로 온라인상에서 물건 값을 치르는 것도 쉽지가 않습니다. 많은 외국인 거주자들은 빠른 온라인 구매를 위해 한국어를 배우고 익힙니다. 그러나 대부분은 결제 시스템이 너무 복잡하기 때문에 한 번도 물건을 사보지도 못하고 포기하게 됩니다. 온라인 쇼핑몰에 정보를 정확하게 입력하는 것이 얼마나 어려운지 하나의 앱을 구매하기 위해 승인을 받으려면 수주일이 걸리기도 합니다. 통상 우리의 한국인 친구들이 대신 나서서 우리를 대신해서 싸인해 주게 되는데, 어렵게 구매한 앱의 사용방법을 배우기 위해서는 또 다른 한주가 소요됩니다. 대부분의 외국인들은 매우 큰 좌절감을 느끼게 되고 결국 한국 밖에서 온라인 쇼핑을 하기로 결정합니다.

여러분들은 이것이 어떤 문제인지 잘 모르실 것입니다. 그러나 한국 밖의 기업들은 우리가 한국 은행에서 발행한 카드를 이용할 때 상세한 은행 정보 확인을 요구하지 않습니다. 한국의 은행들이 만들어 놓은 보안체계는 한국에서만 카드 소유자를 사기로부터 보호해줍니다. 여러분이 외국회사와 온라인 거래시 카드를 사용한다면 한국 은행들은 인증절차 없이 결제를 진행합니다 이것은 사실 매우 무서운 일입니다. 만일 도둑이 내 한국 카드를 훔친다면, 그들은 외국 웹사이트에서 내 모든 돈을 너무도 쉽게 다 써버릴 것입니다. 모든 결제는 어떠한 인증절차도 없이 곧바로 진행되게 됩니다. 요컨대, 나는 한국에서 내 한국 돈을 쉽게 쓸 수가 없지만, 다른 나라들에서는 쉽게 쓸 수 있습니다.

마지막으로 이러한 온라인 상의 많은 어려움들로 인해 우리 외국인들은 쉽게 호텔이나 열차표, 극장표, 콘서트티켓이나 그밖의 많은 것들을 예약 할 수 없게 됩니다. 심지어 정부나 기업에서 영문 웹사이트를 만들 때 조차도 제대로 작동하는 것은 거의 없습니다. 통상적으로 이런 웹사이트들은 결제하기 직전까지 이끌고 가지만, 막상 결제는 잘 이루어지지 않습니다. 끊임없는 불만과 낭패감이 엄습해 오게 돼 결국 포기하게 됩니다. 온라인 결제문제는 한국에서 편안하게 한국 사회의 한 구성원으로 살아 갈 수 있는 우리들의 능력에 엄청난 영향을 미치는 문제입니다. 제가 가서 보고 싶은 공연이나 장소는 정말 많습니다만, 예약과 결제 시스템을 확인하고 해결해 나가는 과정은 너무도 스트레스 받는 일입니다.

Another area, with which international residents struggle, is online banking and online shopping. Did you know that it is easier for many of us to buy things from other countries and have them shipped to Korea than to shop in Korea? Here are some of the many problems we have ordering things online.

The first problem is often our names. Many Korean banks and websites are not designed to accept foreign names. There are many services I cannot use because there is not enough space to enter my name to match my legal name on my Korean ID. Another issue with names is that employees at the cell phone companies and banks often enter our names incorrectly. Both my husband and I have experienced this. I have tried to have it fixed many times but the phone company can’t even figure out how to do it, which seems strange to me. This automatically means we cannot use any online system that checks and requires our Korean ID and our phone information to match. For years I have done my online shopping in other countries because of this problem.

Further, if international residents are with the US military, they do not have a Korean ID. This means they can’t use most online shopping platforms or booking services. This is very strange to us because other countries don’t require you to be a resident to spend money online. In the US, anyone can shop virtually if they have an address, phone, and money. In Korea, we must also have a local ID. Due to this inconvenience, the US military, spouses and civilian employees simply shop online at US stores. 

Next, paying for things online is not simple. Many international residents study Korean and learn to shop online quickly; however, many will give up without buying anything because the payment systems are too complicated. With the added issues of our information not being entered correctly by companies, it can take us weeks to get signed up for one app. Usually, our Korean friends have to take over and signup for us, and it can take another week to figure out how to use the app. Most people get very frustrated and decide to shop online outside of Korea.

You might not know this, but companies outside of Korea ask for no verification of banking details when we use our Korean banking cards. The security systems put in place by Korean banks only protect a person from fraud in Korea. If you use your card online with a foreign company, the Korean banks will process the payment without authentication. It’s actually quite scary. If a thief takes my Korean card, they could spend all my money easily if they shop on foreign websites. All of the payments will be processed instantly with no verification. In short, I can’t easily spend my Korean money in Korea, but I can easily spend it in other countries.

Finally, these online difficulties also mean we can’t easily book hotels, train tickets, theater tickets, concert tickets, or anything else. Even when the government or companies create English websites, they rarely work. Usually, they take you all the way to payment, but then the payment won’t process. The constant frustration causes people to give up. It has a huge effect on our ability to live comfortably and to be a part of the Korean community. There are so many shows and events I would love to go to, but it’s too stressful for me to figure out the booking and payment systems.
